Actually you can. I have the main toolbar like that right now. If you remove the address bar from the location-toolbar you can put it somewhere else.

The hidden constraint is that there can only be one address-bar for all toolbars (active or inactive). Yes, it sucks and I don't understand the reasons behind it either.

To extend your idea: we also ought to have an option to start an editor (any editor) from within our previewing apps.

(The editor then opens the file the (pre)viewer is currently displaying.)
