But when I right-click on it to "save image as..." I just can download "download.php"...

download.php is the right file. just rename it to somefile.jpg.

And sorry for the Big Off Topic, but can someone answer me why many of the content of the kde-llok.org is licensed under Artistic License, of course, everyone is free for choosing the license of their own works, but I don't understand why, perhaps, many people think that as their work is kind of "art" then their work should be licensed by a Artistic license, but as far I understand that license has little to do with artworks... it's only a thought :)

He just bumps them for more downloads. He's done it with all of his wallpapers if you look at his contents.
