Nice idea, I like it.
I think it should be supported. Hell, I think KDE4 should have animated PNG support, and have an animated default wallpaper (like a spinning gear logo) or something.

And why not PNGs (MNGs) too? I prefer PNGs/MNGs, because I can create them with gimp.

I noticed such a feature mentioned somewhere in the kde-artists forum and it's coming to KDE4 (I think). There were even more cool features in wallpapers.

KDE will support Annimated backgrounds, but Zach Rushin has talked about the Various layers that will be in KDE 4. In his blog he spoke of how you can add a plugin to a layer that generates a certain effect. For instance, the rippling water effect seen in Elightenment (E17) could be added easily to KDE 4 because the layer will support the E17 file generating the effect as a pluging. So for instance, if you were to drop a file on the desktop, you would see the desktop exhibit a rippling water effect, becuase in one of the desktop layers, the pluging would be active.

The Layers are similar to what you will find in the Gimp or Photoshop. One layer will contain your backgroung. In a layer above the backgroung you can add some form of plugin that generates a visual effect as a reaction to an event, or the plugin can generate a continuous effect on the desktop. When you think about it, how wise is it to have an animated background that sits back there eating up cpu cycles, when you'd typically expect to see some form of animation as a reponce to some action occuring on the desktop. It's just my oppinion, but that sounds like a more likely senario, considering all of the usability studies that will influence the design of KDE4.
