not really a icon theme, just matching tango icons for gconf...i made them for my own, but maybe someone like them :)

Ups, yes you are right. The package comes with tango icons, i don't keeped that in mind. I change the license back to cc.

It's destination is in
/usr/share/pixmaps/gconf-editor

Nice icons for better integration.
