Wallpaper is now up in the wallpapers section. GTK+ themes and GNOME splash also available, and later I'll put up the metacity theme (need to get home and make a new archive).

I personally always use the latest version of Inkscape available here: http://www.inkscape.org
It's a fork of Sodipodi that is moving toward HIGification and already has plenty of nice extra features and a quick development cycle.

I don't really have any tips. I have a few simple tutorials on my site (http://programmer-art.org), but they are very simple and getting outdated fast. Having said that, it's always good to try and get a background in the fundamentals of e.g. color theory and perhaps sketching/drawing/painting, and then just set aside a few hours some day, open Inkscape, and just let anything you feel flow. This is somewhat similar to a lot of warmup excersises that a student would go through in art classes, and helps loosen you up, get you used to the tool, and to give you some simple experience that can be used as a basis for what is possible in later pieces of art.

I do have some issues, but most of them have been solved in the soon-to-be announced Inkscape 0.39.
