This is debian package for KBCL (Keramik Based Crystal Luna) theme. To install it on your Debian box go to:

http://debian.neo.pl/

and follow the instruction. Then, to install the package:

apt-get install kwin-decor-kbcl

Or use dselect (or other frontend) and browse my repository for other KDE themes, splashes and goodies...
