Please use murrine for menubars and other widgets, if you have troubles with the line around the menubar, just decrease contrast

svn trunk is always the bleeding edge. 0.90.0 is trunk revision 149. the option definitions are located into /usr/share/gtk-engines/murrine.xml

The focus thing is something complicated to achieve: it should look the same between every widget (for usability having a common focus indicator for all widgets is more usable) and look good with both bright and dark themes.

If you have ideas there's always irc and the website.
