how do I create an XFCE icon package?
How do I know what the name of the folders and icons should be?
How do I know what each name of the icon refers too?
I know I can copy existing packages and modify them, ubt sometimes they are incomplete, or its not clear what that icons does.
Please help me.

| | Answer: | you can create an xfce icon set in the exact mode you would for gnome! some icon names differs a little (power manager icons and volume icons into the panel, for example), but the process to follow is the same.
To start study icon names you can take a look there: http://standards.freedesktop.org/icon-naming-spec/icon-naming-spec-latest.html#names and there: http://www.freedesktop.org/wiki/Specifications/icon-naming-spec/to-be-named: once you end the icon design and naming process, you have to create a index.theme file (for this file you can see others icons sets themes: it's easy understandable).
Anyway, generally speaking, the icons follow the icon names specifications rules, which are well defined. To study difference between gnome and xfce, I recommend you to take a look at the ShiningReprise theme (you can find it on gnome-look, too, but I think that the xfce-look version is different from the other and is specific for xfce.. Look by yourself for more info).

for icon theme specification guidelines, regarding tango, you can start from http://tango.freedesktop.org/Standard_Icon_Naming_Specification
as you can see, you have to do some pratic to become expert in icon themes: nothing hard, naturally, but you have to pay attention when you start it!
