I wanted a similar thing to your idea, so I made Sledgeman - https://launchpad.net/sledgeman - in python and cairo.

The bar takes up around 10px at the right edge of the screen, expanding when the user hovers over it.
The expanded versions shows the user all files and folder in their chosen folder, clicking files opens them with gnome-open, while clicking folders opens an extra bar.

You can drag files to the bar and they are copied/moved/symlinked.

The code in the experimental branch is more feature complete (Correct folder expansion), but there are regressions (Cannot drag and drop correctly).

It might not be what you are looking for, but i find it useful.
I haven't worked on it for 19 weeks now, but constantly have it running and will restart work if people find it useful.

I like this idea. could it be implemented to work with the menu? I like the idea of tabs to keep items seperated.
I hope that one of ya'll do this, cause it looks interesting.
