Do you mean the Firefox toolbar ? It's Firefox Theme Longone 1.0 with Compact Menu extension which allows you to remove Firefox's menu bar and place it under the big star icon like an on-click submenu.

i'm using mandrake.
ok, i searched for it a lot, tried "kultdesign" with google and finally found it here: http://www.customize.org/details/13557
it's made by shinter and it's called Kultdesign-IIKO.
