Do you mean how to create the frame effect? Briefly, the major steps in the Gimp are:

Copy the photo onto a new layer; scale the topmost layer to perhaps 80-85%. Darken and blur the bottom layer. Sharpen the top layer. Make a new transparent layer on top, make a rectangular selection that exactly matches the rectangle of the smaller inset version of the photo layer, then "stroke" the selection in the topmost transparent layer (Edit-->Stroke Selection) with a solid line in whatever color you like, perhaps 3-6 pixels wide.

There are many ways to get that effect. I just mentioned one very straightforward way to do it. I make fairly heavy use in the Gimp of "Curves," "Color Balance" and "Hue, Saturation & Lightness." I'm also very fond of the "Smart Redux" method of sharpening and the plugin someone created to automate it. That plugin can be found at the plugin registry at gimp.org. (Don't ask me how to install it though; I forgot) :-) Best wishes--
